“Kami tetap bersedia berada di ikatan keindonesiaan, tapi kali ini dengan cara kami, bukan dengan cara Jakarta,” demikian lah sikap politik yang ditunjukkan dengan amat terang oleh banyak aktor politik di awal reformasi, for better or worse. Dengan melihat ulang kasus-kasus di Manado dan Sumenep serta peran lembaga-lembaga agama dalam era awal perubahan politik di kedua daerah, buku ini memaparkan bahwa reformasi politik di tingkat lokal pada intinya adalah proses renegosiasi kontrak sosial antara para aktor politik, yang merupakan upaya kuratif terhadap persoalan-persoalan di masa lalu. Salah satu faktor penentu karakter politik lokal adalah riwayat relasinya dengan pusat kekuasaan nasional. Di Indonesia, centrum cenderung berubah lebih cepat daripada periferi. Politik di pinggiran memiliki kontinuitas sejarah lebih tinggi ketimbang pusat. Sejarah menunjukkan bahwa pinggiran telah jauh lebih tua daripada pusat. Mungkin ini pula yang bakal menunjukkan bahwa pinggiran akan berusia lebih panjang dari pusat.

ONLINE WORKSHOP ON ELAN FOR LANGUAGE PRESERVATION
The Language and Book Department of the Ministry of Education and Culture noted in 2019 that Indonesia had 718 regional languages. This number does not include the numerous dialects of the languages. Most of these languages, around 400 of them, are spoken in Papua. Unfortunately, most of these languages are endangered mostly due to the pressure of the national language, Indonesian. Younger generations have switched to Indonesian which provides more economic and social advantages. Therefore, it is important to conduct a workshop to equip Indonesian linguists with skills to document and preserve the regional languages using up-to-date and internationally recognized method such as using ELAN. ELAN is a program for audio and video and can be downloaded for free at https://archive.mpi.nl/tla/elan/download. However, the use of ELAN requires previous training and guidance from researchers who have frequently used it in their field research.
This online workshop of ELAN is designed to minimize the limitations of distance and cost for Indonesian linguists who are interested in in gaining expertise in using ELAN. The workshop is held by a collaborative team from AIFIS, PKBB-Atma Jaya, The Language and Literature Department, Faculty of Cultural Studies, Universitas Brawijaya and Nick Williams, Ph.D. (Colorado University Boulder). An electronic certificate will be provided for participants who take part in each session of the workshop and it will be sent via emails.

Konferensi Linguistik Tahunan (KOLITA) ke-18 : A Virtual Conference
Pada tahun 2020 ini, setelah mengikuti dan mengamati perkembangan pandemi COVID-19 di Indonesia, kami memutuskan untuk menyelenggarakan KOLITA 18 secara daring pada 16-18 September 2020. Pelaksanaan KOLITA secara daring akan menggunakan aplikasi zoom. Sesi pembicara undangan akan diselenggarakan secara langsung. Para pembicara paralel akan mengunggah video presentasinya ke Youtube dan sesi tanya jawab akan diselenggarakan secara langsung melalui zoom dengan 3 ruang pertemuan selama penyelenggaraan KOLITA.
Seperti pada pelaksanaan KOLITA beberapa tahun terakhir, presentasi pada KOLITA dibagi menjadi dua kategori, yaitu Sesi Pembicara Undangan dan Sesi Pembicara Paralel.
Ada 4 pembicara undangan (Malaysia, Singapura, Amerika Serikat dan Jepan) dan kurang lebih 130 pemakalah paralel yang akan hadir untuk membentangkan makalah mereka antara lain dari institusi luar negeri seperti University of Colorado at Boulder, Islamic International University Malaysia, dan Universiti Kebangsaan Malaysia.

Language and Linguistics Teaching During the Covid-19 Pandemic
The Covid-19 Pandemic causes many teaching and learning activities to be held in virtual form. This greatly disrupts language and linguistic teaching activities which require direct interaction with students. Language teaching, for example, requires practice to develop the ability to use the language fluently. Meanwhile, linguistics also requires some aspects to be taught directly, such as articulatory phonetics and phonology. Therefore, The American Institute for Indonesian Studies (AIFIS) in collaboration with the Faculty of Cultural Studies - Universitas Brawijaya presents an online seminar on language and linguistics teaching during the Covid-19 pandemic by presenting speakers from UCLA and the State University of Malang (Universitas Negeri Malang).
Speakers
Dr. Juliana Wijaya is a lecturer at UCLA and teaches at the Department of Asian Languages and Cultures (ALC). She established and expanded the Indonesian language program at UCLA. The courses she teaches include introductory, intermediate and advanced Indonesian. Dr. Wijaya has done research, presented and published in the fields of second and heritage language pedagogy and acquisition, discourse analysis, and corpus linguistics. She received her BA in English from Petra Christian University, Indonesia, her MA in linguistics from the University of Oregon, and PhD in applied linguistics from UCLA. Currently Dr. Wijaya is the president of the Council of Teachers of Southeast Asian Languages, and the Indonesian Studies Coordinator at the UCLA CSEAS.
Dr. Nurenzia Yannuar was awarded Fulbright Master’s Degree program to study Teaching English as a Foreign Language (TEFL) at Ohio University in 2008. Dr. Nurenzia Yannuar completed her PhD at the Leiden University Centre for Linguistics (LUCL) in October 2019. Her research promotes a local linguistic practice in Malang. It discusses the structure and development of Bòsò Walikan Malangan (‘Malang-style reversal language’). She currently teaches at Universitas Negeri Malang.

Jazz quickly spread across the world shortly after it first appeared in New Orleans at the start of the twentieth century. This talk will describe characteristics of jazz as viewed from the perspective of a beginning gamelan player. After describing the origins of jazz in New Orleans, the presentation will then explore how jazz changed as New Orleans musicians moved to northern cities like Chicago.

The Misinterpreted Forest
BACKGROUND More than 126 million hectares, two-thirds of Indonesia’s territory, or which amounts to four times the land area of Japan, is listed on official Indonesian maps as forests. These forests come in many ecological forms due to the diversity of Indonesia, and also correspond with varying political-economic and social histories. Indonesian forests have been theorized from the perspective of the Dutch colonizer, the state, through international regimes, and also as a distinctly political forest. This presentation goes to the very definition of what is a forest, and reorients that definition from the perspective of people that are closest to those forests.

Criminal Defamation and Free Speech in the Digital Age: Perspectives from Indonesia and the United States
Background and Introduction
Even though Indonesia has claimed as a democratic country in the Constitution, the country still faces the real challenge of maintaining its democracy. Indonesian law regulation does not provide an adequate standard for actionable defamation. Instead, the obscure rules affect some deed, such as opinion or criticism still verdict as defamation even punishable by criminal provisions.
The advent and growth of the internet put pressure on these existing laws developed in the late 1990s. On the one hand, it created new opportunities, as many media companies expanded and connected the public access information. On the other hand, it created several new legal challenges. Burgeoning criminal activity – such as hacking, online consumer fraud, and data breaching – created pressure to ensure that the internet was sufficiently regulated. The rise of various cybercrime types in Indonesia is also designed for new kinds of unlawful expressions, such as criminal defamation. The current legislation of cybercrime in Indonesia not only regulates cybersecurity issues but also criminalizing digital speech.
Such legislation is the Information and Electronic Transaction Act 2008 (IET Act). Under the provision of Article 27, Section 3, Many cases are potentially abused by the rich and powerful, from the very first case of online defamation of Prita Mulyasari in 2008 to Saiful Mahdi’s case in last April. The Indonesian Constitutional Court always rejected the judicial review process of the provision. Even the IET Act's amendment in 2016 still not provides a clear standard and scope of defamation and free speech.
Based on the current problem, Eka Nugraha Putra, a current Doctor of Juridical Science candidate at Indiana University – Maurer School of Law, is currently researching criminal defamation and free speech in this digital age for his dissertation. His study analyzes Indonesia's criminal defamation by examining freedom of speech and the boundaries between protected and unprotected speech.
This research will also cover several countries' approach to regulating defamation and free speech. One of the countries for the comparative purpose is the United States, considering its long history of free speech and the various doctrines on defamation laws and free speech. The relative take is carried out to take lessons on the advantages and disadvantages of regulates criminal defamation, both offline and online. The comparison approach is considered a part of Indonesia's recommendation in adapting and revising Indonesian defamation laws in the future.
The dissertation research is also supported by the American Institute for Indonesian Studies (AIFIS). Through the fund AIFIS – Luce Research Fellowship 2019 – 2020, the research is carried out for the field study and literature research. One of the mandates for the AIFIS – Luce fellow is to disseminate the research to the public. Upon that, AIFIS and Faculty of Law University Merdeka Malang, Indonesia, are holding a webinar on the topic "Criminal Defamation and Free Speech in Digital Age: Indonesian and the United States Perspective."

Pidana Pencemaran Nama Baik di Internet dan Dampaknya bagi Demokrasi di Indonesia
LATAR BELAKANG
Sebagai negara yang mengklaim berprinsip demokratis, Indonesia masih menghadapi tantangan nyata dalam praktik demokrasinya. Saat ini, peraturan hukum Indonesia tidak memberikan standar untuk pencemaran nama baik yang jelas. Kitab Undang-Undang Hukum Pidana (KUHP) peninggalan jaman kolonial yang sampai sekarang belum dirubah adalah salah satu contoh peraturan tersebut. Perkembangan internet yang kemudian melahirkan adanya Undang-Undang Informasi Transaksi Elektronik pada tahun 2008 dan diamandemen pada tahun 2016 juga dikritik karena rawan disalahgunakan dan multitafsir. Dampaknya, pada sebagian kasus, pendapat atau kritik masih dianggap sebagai sebuah tindak pidana pencemaran nama baik.
Presentasi ini akan menganalisis pidana pencemaran nama baik pidana di Indonesia, dengan mengkaji kebebasan berekspresi dan batas-batas antara ekspresi yang dilindungi dan yang tidak dilindungi. Presentasi ini mengkaji praktik perlindungan kebebasan berekspresi dengan menganalisa peraturan perundang-undangan dan kasus-kasus penting pencemaran nama baik di Indonesia, baik offline maupun online. Analisa peraturan dan praktiknya pada kasus-kasus tersebut akan berujung pada kesimpulan apakah prinsip demokrasi yang benar sudah dijalankan di Indonesia.

Decentering Linguistics Language Documentation and Revitalization: An Interactional Approach
This lecture will discuss decentering as an approach to designing questions in two languages in which neither of the languages nor cultures involved is allowed to dominate. A Ping-Pong-like process of formulation and comparison between the two languages is used to develop versions in each language. The speaker will also explore research in exploring grammar and language use in social interaction across cultures. This research is based in two documentation projects, one working with Kotiria and Wa’ikhana communities in northwest Brazil and one working with speakers of Leukon, possibly a dialect of Sichule, spoken in two villages on Simeulue, Aceh, Indonesia.

Buku Pesantren dan Kebudayaan adalah sebuah ikhtiar permulaan untuk mengurai kembali perdebatan ataupun wacana pesantren dan kebudayaan yang pernah tumbuh pada dekade sebelumnya dengan menentukan kebutuhan dan relevansi kebudayaan hari ini. Buku ini bukan lah juklak atau pedoman dalam menjalankan misi kebudayaan dalam dunia pesantren. Andaian sederhananya demikian: pesantren adalah sebuah tradisi panjang dalam sejarah umat Islam di Nusantara yang tidak memiliki keharusan mengikuti jalan dan persecabangan jalan yang dilalui orang lain. Pesantren menegaskan masalah pentingnya arti harga diri dan kedaulatan (sesuatu yang sudah luntur di dunia pesantren hari ini) untuk menapaki tanjakan kebudayaan itu sendiri.

The Indonesia Ministry of Research Technology in collaboration with AIFIS offers the Academic Writing for International Publication Workshop to enhance the capacity of Indonesian scholars in the field of social sciences, arts and humanities, and applied sciences to publish their research in international academic journals or academic presses.
In adapting to the current challenges of the COVID-19 pandemic, the workshop series is offered virtually, including through synchronous and asynchronous sessions.
The Academic Writing workshop focuses on the challenges faced by Indonesian scholars working in especially social science fields, arts and humanities, and applied sciences in publishing internationally, and on strategies and methods to overcome these challenges. The workshop targets Indonesian scholars and researchers who have a manuscript in preparation for publication in international outlets. Groups of Indonesian researchers are invited to work with qualified mentors identified by AIFIS, who will assist workshop participants with the skills, knowledge, and procedures necessary to submit manuscripts to reputable international publishers, as well as provide participants with intensive feedback on their manuscripts. Qualified mentors will include experienced scholars and researchers who have a track record of successful publication in high quality international academic journals.
Workshop Date: Monday, November 2, 2020 (10-12 working days/2-2.5 weeks)

1) Virtual Workshop: Synchronous virtual presentation & discussion sessions through Zoom (mornings: 09:00 – 10:30 WIB & 10:45 – 12:15 WIB)
2) Small-group mentor-author virtual meetings (1 - 1.5 hour in long via Zoom at a time decided together by mentor and author; 2 times per week)

Media Framing of Covid-19 and The Future of Media Post-Covid-19 Pandemic
BACKGROUND
In a crisis situation due to Covid-19, the mass media has two important functions, namely to conduct watchdogs and to educate. In term of conducting watchdogs, the media should be able to help government by closely monitoring every policy and concrete steps taken by the government in combating Covid-19. With the regard to the function of education, the mass media need to develop correlative news by linking different angles of the story, with different perspectives, and balancing different interpretations so as to produce cohesive and clear news content. This webinar session will explore whether media in the U.S. and Indonesia play roles in these two functions during Covid-19 pandemic. Penelitian Jarak Jauh: Metodologi dan Tantangan
Pandemi Covid-19 telah berdampak luas terhadap segala aspek kehidupan manusia di bumi ini. Dampak di bidang ekonomi, sosial, budaya, kesehatan dan Pendidikan semakin hari semakin terasa. Di dunia akademis, sejumlah penelitian, terutama yang melibatkan pengumpulan data di lapangan juga “terganggu” karena pembatasan sosial yang harus dilakukan dalam rangka menghambat laju penyebaran penyakit Covid-19.
Dalam kondisi demikian, para akademisi tidaklah boleh menyerah. Dengan kemajuan teknologi sekarang ini ada sejumlah pilihan metodologi yang tersedia sehingga penelitian dapat tetap dilakukan.
Oleh karena itu, PKBB dan AIFIS menyelenggarakan diskusi online yang dengan mengangkat tema “Penelitian Jarak Jauh: Metodologi dan tantanganya”.
Diskusi ini bertujuan menjadi forum sharing pengalaman pembicara dan peserta tentang bagaimana dalam kondisi seperti sekarang ini, penelitian masih dapat dilakukan, metode apa saja yang dapat digunakan dan bagaimana mengantisipasi tantangan-tantangan yang muncul.

Introduction to Disaster Management
BACKGROUND
The lecture will explore two topics: Disaster and How to Manage it. Disasters are seen as the effect of hazards on vulnerable areas. From academic perspective, disasters are seen as the consequence of inappropriately managed risk. These risks are the product of a combination of both hazards and vulnerability. After exploring disasters, the speaker will explain disaster management that can be defined as the organization and management of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular preparedness, response, and recovery in order to lessen the impact of disasters.

BACKGROUND
The lecture will explore guidelines for community participation in disaster recovery. These guidelines will be based from theoretical perspective and personal experiences of the speaker during his involvements in some disaster recoveries in Indonesia. Since community participation is much needed in disaster management necessary, discussing these guidelines is very important on how to engage communities in every step of the recovery process. This lecture will also explore some dilemmas of participation in resilience.
